The 1981-2010 climate chart of Rabat seems almost identical to Lisbon in terms of the average temperatures in the warmest months, but they have potential severe heat than Lisbon. So I'll go for Lisbon.

Madrid has a better precipitation pattern but the better temperatures and more snowfall wins it for Tehran.

Rabat, although the other have better summers. But Rabat has the warmest winters and that is crucial.

1) Lisbon. It's close to Rabat, but it has more rain overall, even though summers are a bit too warm.
2) Rabat. Very close, but it might be too dry.
3) Madrid, too hot in summer, too dry overall, winter looks very nice though.
4) Tehran, even hotter in summer, winters are colder but not cold enough to be snowy.

Tehran for being the most continental and with the coldest winters. Seems like an interesting climate although too dry and sunny. Must get pretty decent snow in winter.
