Ciudad de México defeats Berlin thanks to being pleasantly warm all year long, although for its latitude, Berlin is a top-notch climate.
Stockholm and Seoul are trailing but they're not worse than the global average for sure.

This one's close.
1) Stockholm. Not a great four-season climate, winter is not cold enough to be reliably snowy and the cold weather stays too long. Summer is short too. But it's still good most of the year.
2) Berlin. Very nice summers, winter is a bit mild and it's on the cloudy side. Spring and fall are much nicer than Stockholm.
3) Mexico City. A very good winter-less climate, comfortable temperatures every day of the year, and it gets some seasons. It still loses to climates that get a winter though.
4) Seoul. It's definitely a four-season climate, but July and August are too wet and humid while winter doesn't look like it would keep much snow on the ground despite the temperatures.
