Two evils? Cairo looks almost perfect to me. Never snow, guaranteed warm and sunny weather most of the year, perfect for outdoor activities without having to bring an umbrella or a waterproof jacket everywhere.

Cairo, a lot more usable heat waves for outdoors living. Phoenix's rain won't help it avoid looking like a desert anyway, so why bother with that?

well, I had to change to Phoenix. It's a shit climate but less shitty than Cairo which gets fuck all storms. Phoenix had a really amazing monsoon season a few years ago with a lot of flooding in the greater Phoenix area.
