Phoenix for having more interesting weather like the dry lightning in summer. I've witnessed it and it is very cool.

Phoenix even despite the too-hot summers, reason being it actually does rain there. Cairo's summers are muggy without the reward of rain or a storm, at all.

Though Phoenix has much hotter summers, I choose it because it has more interesting weather. In all cases, Phoenix's summers are cooler and less humid than summers in my city.

Cairo by far, even though I hear they're somewhat humid.
Phoenix's summers are just like Baghdad's. Pathetically hot.
