Hmmm... this one's tough. Tehran has a lot better winters but summers are too warm. I think I'll just see what people vote.

This is a really tough one. I generally prefer Tehran's temperatures (outside of summer) but I'm going to go with Montevideo for the higher rainfall and lower sunshine hours. Summers are warmer than ideal but don't look unbearable by any means.
