Santiago: A- Rome: B+ Washington DC: B- Amsterdam: D-
Hard to choose between Santiago and Rome. Santiago has 300 more sunshine hours, so that is the difference
Washington DC is a quite nice four-season climate, like a much improved NYC

DC by far, Rome and Santiago roughly equivalent, Amsterdam by far the worst.

Helsinki. No, I take DC for indice subtropicaine 3428932 and hot rain and handsome thunderstorms, and beautiful Noel atmosphere.
