Gotta go with Santa Monica on this one. Cloudy, humid, damp winters that are too warm for snowfall combined with humid, rainy, cloudy summers is a horrid combination.
Santa Monica is a D-, Chongqing is an F+.

These climates are both absolute trash, but I'll have to go with Chongqing for the better seasonal variation and more rainfall.
Air quality there must be horrid though.

Santa Monica is boring, but comfortable all year, and it gets sunshine. Chongqing is too cloudy, and summer is too hot and humid. Winter would be OK if it wasn't cloudy all the time.

Santa Monica for the milder winter. Is it sunny there or does it suffer from fog a lot? Fall and winter are the sunny times of year there, late Spring and early summer have the May Grey/June Gloom, which in colder trough years (like 2010) can extend into "No Sky July" and even "Fogust"

Chongquing's summer temps are sensational, and would be the automatic winner if it wasn't for the horrendous cloud and pollution. So yeah Santa Monica.

Santa Monica by far. Very dull and boring, but perfectly liveable. Chongqing is way too hot in the summer and way too gloomy year round.
