Switching my vote to Chongqing. Actually has seasonal variation and storms. Only two gross hot, humid months too and winter precipitation looks like mostly drizzle.

Santa Monica for being much sunnier and much less gross in summer.

Santa Monica for having roughly 3 times the annual sunshine of Chongqing, as well as being more comfortable (though boring)
