Any ideas? For me the best would be La Laguna ( ), whereas the worst is the abomination known as Puerto Eden. There are definitely some really bad ones in Colombia though, those really wet tropical places whose names I always forget, but in Puerto Eden the rain is so damn cold. Don't include Antarctic territories since those are pretty much disputed areas anyway, where countries just claim to own places and there are no urban centres at all, only research stations where some families might live during the projects, so Villa Las Estrellas et cetera would be advised not to be included.

Worst: Probably some climates in Cuba and coastal Colombia/Venezuela. If Miami counts as Spanish-speaking then that too.
Best: San Carlos de Bariloche, Rio Grande, Ushuaia (Argentina), Coyhaique, Punta Arenas (Chile), Sierra Nevada (Spain - southernmost ski resort in Europe, there is a village called Pradollano).

Not sure, but English speaking areas have some nice climates. Such as Gibraltar and Port Stanley, jajajaja.

Divided by continent, here IMHO are my preferred/detested climates. Hopefully these settlements aren't too small. Europe: Best: Marbella, Spain for best combo of sunshine, temperature and precipitation (B+) Worst: Teruel, Spain for being cold and dry, with significant seasonal lag (D+) Africa: Best: Dakhla or Laayoune, Western Sahara for their marine moderated, sunny, warm desert climates (B). Worst: Malabo, Equatorial Guinea for having far too much cloud (comparable sunshine to Kinlochewe or Chongqing), even during the dry season (E). North America: Best: Guatemala City, Guatemala for being wet and pleasantly warm, with a fair amount of sunshine thanks to its elevation (B+). Worst: Bluefields, Nicaragua for being a really wet tropical rainforest climate (E+). South America: Best: Twoway tie between Antofagasta, Chile for mild temps + sunshine; Bernardo de Irigoyen, Argentina for having a good rain-to-sunshine ratio and good temperature variation Worst: Villa Puerto Edรฉn, Chile for being insanely wet and drizzly year-round (5745 mm); while having the temps and likely sunshine of Tรณrshavn (F+).
Antarctica: Least Worst: Esperanza Base, Antarctica. Not the mildest, but the 2nd least cloudy wins the deal. (F) Worst: Orcadas Base, Antarctica. 413.7 sunshine hours annually is like what my hometown records in under 2 months! Still a frigid tundra hellhole. (F-)

Inland Spain seems bland with not many storms so Iโll go for somewhere with lots of storms and still some good variability

Best: Havana, Cuba - but there are tons of amazing climates throughout the Spanish-speaking parts of the Caribbean (one of my favorite zones in the world in fact ). Worst: Any of the polar hellholes at the southern tip of Chile.

The worst is easily Quibdรณ in Colombia, perpetually hot humid and hellishly wet. Some mountaintop glacier could be worse, but that's uninhabited so it shouldn't count. It cannot be considered a Spanish speaking area if no one there is around to speak language.
The best is probably Orense in western Spain, good balance of rains and good temps. Plasencia is good too. Western Spain is the good climatic part of the country, the east is far too dry in winter and has a bunch of mediocre fake Mediterranean climates. Orense is better than anywhere in Chile btw, Chilean climates are either too dry or too cool.

Guadalquivir valley climates like Cordoba or Sevilla are the best.
Puerto Eden, Chile and Quidbo, Colombia are indeed hideous.

The best is probably somewhere in the Caribbean, like Havana or Santo Domingo. The worst is Tierra del Fuego.

The worst should be the Aconcagua summit. If it doesn't count because it's uninhabited, then I guess Rinconada, in Perรบ. But if the requirement is a Spanish speaking population, then I'd go with an Antarctic station, either the eternally sunless Orcadas or the eternally frozen Belgrano II.
