there are low mountains between the two; but it's weird it's so much wetter in the winter than Taipei but not summer. If the airflow is from the Northeast in the winter but not the rest of the year, then Keelung would be much wetter in winter. But it'd be the wettest place in all of East Asia in the winter. Pretty much. I'm surprised Taipei is so hot in July and August (35 C/27 C), given that it's a fairly rainy climate with a monsoon regime and isn't in a semi-arid rain shadow like Mandalay. Guess that's climate change + UHI in a slightly inland basin on the leeward side (from the summer monsoon) of the island for you.
