Not as cloudy as Chongqing but a hell of a lot rainier. Also quite warmer, so I'd say it's a worse climate. I'd rate it an E or maybe even an F.

E; the precipitation is epic, but it's far too warm. Also never recorded a freeze and has barely gone over 100 F which is lame.

there are low mountains between the two; but it's weird it's so much wetter in the winter than Taipei but not summer. If the airflow is from the Northeast in the winter but not the rest of the year, then Keelung would be much wetter in winter. But it'd be the wettest place in all of East Asia in the winter.

that mountain is sunnier than Taipei; by 600 hours. Odd, maybe it's above the clouds often? neat it has a weather station; colder than I expected for its latitude & altitude. Can't find any 12,000 feet stations in California but this 10,000 one suggests 12,000 feet would have a summer high around 60ยฐF wrcc.dri.edu/cgi-bin/cliMAIN.pl?ca8406

Anyway, per the data in the box above (whether it's correct or not) I give it a C+ thanks to copious rainfall and very good temperatures, by subtropical standards. If it weren't for the bloomin' clusterfuck of clouds this climate would be a B for sure.
Still trying to confirm if this data is legit though. It's just hard for me to accept Taipei is so significantly drier in winter when it's only 20 km distance and there is a valley lowland between the two cities.
