This is the inverse of @donar's thread, coldest average low by state or country. I'm gonna do the 50 US States, same source as last time:
Alabama: Hamilton; 26.1 F (-3.3 C) in January. Located in the NW part of the state near the MS and TN borders.
Alaska: Arctic Village: -33.1 F (-36.2 C) in January. Located inland in the NE part of the state. Although I've seen sources put Chalkystik (sp?) at an average low of -35 F (-37.2 C) in January.
Arizona: Maverick; 6.7 F (-14.1 C) in January. Located in the east-central part of the state near the NM border.
Arkansas: Lead Hill; 20.5 F (-6.4 C) in January. Located in the far north-central part of the state near the MO border.
California: Bodie; 5.8 F (-14.6 C) in January (or December). Located in the far east-central part of the state in the mountains near the NV border.
Colorado: Taylor Park; -11.2 F (-24.0 C) in January (or December). Located in the central part of the state in the mountains, maybe in a valley with good cold air drainage.
Connecticut: Norfolk; 11.9 F (-11.2 C) in January. Located in the far NW part of the state near the MA and NY borders.
Delaware: Newark; 23.5 F (-4.7 C) in January. This is the same place as the warmest average high of the state.
Florida: DeFuniak Springs; 36.7 F (2.6 C) in January. Located in the Panhandle near the AL border. Although the 1981-2010 normals have Crestview a hair colder at 36.5 F (2.5 C).
Georgia: Blairsville; 24.7 F (-4.1 C) in January. Located in the far north-central part of the state near the TN and NC borders in the mountains.
Hawaii: Mauna Loa; 33.7 F (0.9 C) in February. Mountain peak in the big island of Hawaii.
Idaho: Grouse; -1.8 F (-18.8 C) in January (or December). High elevated location in the central part of the state.
Illinois: Elizabeth; 4.2 F (-15.4 C) in January. Located in the NW corner of the state near the WI and IA borders.
Indiana: Lowell; 12.1 F (-11.1 C) in January. Located inland in NW Indiana near the IL border, close to Chicago.
Iowa: Sibley; 2.0 F (-16.7 C) in January. Located in the NW corner of the state near the SD and MN borders.
Kansas: Atwood; 11.4 F (-11.4 C) in January. Located in NW Kansas close to the NE border.
Kentucky: Ashland; 19.0 F (-7.2 C) in January. Located in the far NE part of the state near the WV and OH borders.
Louisiana: Plain Dealing; 31.4 F (-0.3 C) in January. Located in the far NW part of the state near the TX and AR borders.
Maine: Allagash; -9.8 F (-23.2 C) in January. Located in the far NW part of the state close to the Canadian border.
Maryland: Frostburg; 16.5 F (-8.6 C) in January. Oakland is actually colder with a 15.8 F (-9.0 C) average low in January. Far NW part of the state close to the WV and PA borders.
Massachusetts: Chester; 6.9 F (-13.9 C) in January. Same location as the warmest average high in the state.
Michigan: Strambaugh; -3.7 F (-19.8 C) in January. Located inland in the UP of the state, in the western part near the WI border.
Minnesota: Tower; -13.6 F (-25.3 C) in January. Located in the far NE part of the state near the Canadian border. Coldest average low in the lower 48.
Mississippi: Iuka; 26.4 F (-3.1 C) in January. Located in the far NE part of the state near the AL and TN borders.
Missouri: Spickard 7 W; 9.1 F (-12.7 C) in January. Located in the far north-central part of the state near the IA border.
Montana: Westby; -4.5 F (-20.3 C) in January. Located in the far NE part of the state near the ND and Canadian borders.
Nebraska: Lynch; 5.1 F (-14.9 C) in January. Located in the far north-central part of the state near the SD border.
Nevada: Wild Horse Reservoir; 4.2 F (-15.4 C) in January (or December). Located in the NE part of the state somewhat close to the ID and UT borders.
New Hampshire: First Connecticut Lake; -2.5 F (-19.2 C) in January. Located in the far north by the Canadian border. This is excluding Mt. Washington.
New Jersey: High Point Park; 12.1 F (-11.1 C) in January. Located on the northern tip of the state near the PA and NY borders.
New Mexico: Gavilan; -1.1 F (-18.4 C) in January (or December). Located in the mountains in the far north of the state close to the CO border.
New York: Wanakena Ranger School; 1.6 F (-16.9 C) in January. Located in the mountains in the north-central part of the state (in the Adirondacks).
North Carolina: Mount Mitchell; 17.3 F (-8.2 C) in January. Mountain summit in the western part of the state.
North Dakota: Hansboro; -10.4 F (-23.6 C) in January. Located in the far north-central part of the state near the Canadian border.
Ohio: Paulding; 13.9 F (-10.1 C) in January. Located in the NW part of the state close to the IN border.
Oklahoma: Turpin; 16.7 F (-8.5 C) in January. Located in the far NW part of the state near the KS and TX borders.
Oregon: Seneca; 9.9 F (-12.3 C) in January (or December). Located at high elevation in the east-central part of the state.
Pennsylvania: Pleasant Mount; 9.9 F (-12.3 C) in January. Located in the far NE part of the state close to the NY border.
Rhode Island: North Foster; 16.5 F (-8.6 C) in January. Located in the NW corner of the state near the MA and CT borders.
South Carolina: Longcreek; 26.6 F (-3.0 C) in January. Located in the far NW corner of the state near the GA and NC borders.
South Dakota: Columbia 8 N; -2.7 F (-19.3 C) in January. Located in the NE part of the state close to the ND border.
Tennessee: Mount Leconte; 17.0 F (-8.3 C) in January. Mountain summit in the far eastern part of the state on the NC border.
Texas: Dalhart 6SW; 15.9 F (-8.9 C) in January. Located in the NW corner of the state near the NM and OK borders.
Utah: Scofield Dam; -1.0 F (-18.3 C) in January (or December). Located in the central part of the state at high elevation.
Vermont: West Burke; -1.3 F (-18.5 C) in January. Located in the NW part of the state close to the Canadian border. This is excluding Mount Mansfield.
Virginia: Monterey; 16.6 F (-8.6 C) in January. Located in the mountains in the west-central part of the state near the WV border.
Washington: Stockdill Ranch; 5.8 F (-14.6 C) in January (or December). Located in the mountains in the north-central part of the state.
West Virginia: Marlinton; 13.0 F (-10.6 C) in January. Located in the mountains in the east-central part of the state close to the VA border.
Wisconsin: Big Falls Hydro; -6.0 F (-21.1 C) in January. Located in the NW part of the state.
Wyoming: Darwin Ranch; -10.1 F (-23.4 C) in January (or December). Located at high elevation in the mountains of the west-central part of the state.,
Some notes:
- These are 1971-2000 normals, so if anyone sees inaccuracies feel free to call them out.
- 48 out of 50 states (96%) have at least one place with sub-freezing average lows in winter, only two states that don't are Florida and Hawaii.
- 32 out of 50 states (64%) have at least one place with an average low below -10 C in it's coldest month.
- 15 out of 50 states (30%) have at least one place with a sub-zero (in F) average low in winter, 8 out of those 15 (16%) are below -20 C.
- Only one state with a place with an average low below -30 C, which of course Alaska.
- Some of the coldest, isolated valleys in the interior of Alaska can potentially have average lows near -40 C in January, but there's no weather stations there.
- New Mexico is the furthest south state with a station with sub-zero lows in the coldest month, conversely, Washington State is the furthest north state with no stations with sub-zero lows in the coldest month.
