Most of these climates are rather subpar, and probably as bad as I would have thought! Ankara and Sana'a a bit less than the others (B-/C+'ish) climates... think Nicosia, Damascus, Beirut, Jerusalem, and Tehran are still reasonable... the rest are ... Ankara is a bit wetter than Sana'a and has a closer annual mean to my preference, so I'll go with it... Istanbul actually looks much nicer than I thought it would look like! I would probably choose it (especially a cooler and wetter neighborhood) by far over any of these other options. Sea-effect snow squalls sound really interesting!

Isn't Tel Aviv the capital of Israel?
Sana'a is number 1. An A climate had it not been arid.
Beirut is 2nd and Tel Aviv would've been third.

Isn't Tel Aviv the capital of Israel? Jerusalem is the de facto capital due to Isarel's government buildings. Also, Isarel claims Jerusalem as their capital.

Ankara wins. It has some summer rain unlike most of these places. Summer temperature is good but winter is stuck in a bad spot with 0-2C means. Jerusalem is second, it loses points for zero summer rain and too stable temperatures, but the averages are decent. It is too sunny also.
The hot desert climates are the worst. I'll pick Kuwait City as the worst one for extremely hot summers, but the humidity of Abu Dhabi or Aden might be more oppressive than Kuwait City.
Muscat has a hot spring and early summer, then it cools down a few degrees and becomes humid, similar to Arizona or India. But in Muscat, the humid weather still doesn't have rain, so it's pointless.

Nicosia is my choice.
Damascus and Tehran are my next favorite of the bunch.

Jerusalem, though that intense summer dry season knocks down the grade substantially. Tehran, Ankara, and Nicosia are also comparatively decent, though the whole assortment of climates, as expected, suffers from a lack of precipitation.
