Now this is a proper four season climate. I like that the sunniest time of year is in winter. But the relative lack of precipitation in winter means the cold is "wasted" somewhat in that there's not as much snow as there could be given the temps.
I'll give it a C+. By my reckoning this climate has five months of winter when I would prefer zero. But if I had to live somewhere with a true winter, I think you could do a lot worse than this.

Why should the winters be cloudy and wet? Rain and clouds in winter means consecutive days of drizzle and lack of sunlight. Rain in summer means sunny weather with an afternoon storm. Plus, the sun angle in summer is much higher so overcast days wouldn’t be as dark as they would in winter. This climate barely averages above freezing as a max with lows nearing -10°C in Jan. A wetter winter would mean a good deal more snow. I enjoy gloom in winter, 150-hour winter months feel alien to me. Ofc at those temps I wouldn't mind more sun than in, say, Paris, but the low 100s hours would be sufficient. As for summer, 144 hours is very cloudy to my tastes regardless of precip. I don’t know how things are in France or South Korea, but where I live, winters are only slightly cloudier than summers, June has on average 120 sunshine hours and December has 180, most of the difference comes from the day length however. But even there, I rarely go an entire day without seeing sunshine in summer, all the cloudiness comes from afternoon storms which happens around half of the days. During winter however, I sometimes go half a month without seeing the sun. It’s very bipolar weather, half of the days have constam drizzle all day and the other half are bone dry without any cloud on the sky.

But the relative lack of precipitation in winter means the cold is "wasted" somewhat in that there's not as much snow as there could be given the temps. Cold temperatures are much more important in winter than precipitation. With constant sub freezing temperatures, the little snow that falls will stay on the floor and you don’t have to shovel it as often. Abundant precipitation in winter means shoveling snow every day, not a very good thing to waste time with. Plus it increases the chances of blizzards.

D+. like many other hot-summer monsoonal continentals; sunshine is rather inadequate; while precipitation is lacking in winter. May, June and September are pretty good (besides the mediocre sunshine)
