Operation South East England for me in this case I also believe the hinterland nearby in say Waterlooville will be 23C in summer easily.

Tough decision.
Gonna go with Vancouver. More seasonality, also the airport has rather cooler summer highs than many suburbs - the area as a whole is also sunnier and drier in summer, and both areas suck dick for storms.
