Seems like Mpls had one July day at 58f/14c (1967) and one January day at 58f/14c (1944) so that one temperature is possible in theory but in practice due to the continentality here there is virtually no overlap. Think somewhere in East Asia that is less prone to winter mild spells and summer cool spells could have the furthest gap between the highest winter high and the lowest summer high possible.
Daily minimum distance is close-but-not-quite by one degree, 42f in Jan and 43f in July.

About the only temperature that could occur any time of year here would be a high temp of 30°C to maybe 32°C

It's not uncommon for the warmest winter highs to be warmer than the coolest summer highs.

70-82°F. Mean warmest high in January is 75°F (24°C) and July mean coldest high is 81°F (27°C) though, so the records definition does fit, but not the mean max/min definition. Thus, roughly between around 70°F and the mid-80s are possible at any time of year

Hot temperatures can happen any time of year here.
January record high: 90F July record high: 99F
December, January record high: 90F July, August, September record low high: 69F
That leaves a 21F range of high temps that can happen at any time of year.

Lowest Jan high: 14.6C Highest Jun/Jul high: 22.2C
So high temps between those two are possible at any time of year.

At least 35c has been recorded every month at Darwin Airport, although in June/July the highest max temps are usually between 33.5c-34.5c. June and July 2020 was the first time the Airport Site reached 35c. In my time in Darwin, the record low max temps have been around 22.7c in April, May and June. Dry season maxs below 28c happen most years under clear cloudless skies combined with gusty south eastery winds. Wet season maxs below 28c are a feature of a deep monsoonal trough, under heavy overcast skies and often raining for several consecutive days. Today's forecast max is 29c.

Jan record max: 87F (30.5C), July record low max: 78F (25.5C)
In a normal year however there’s no overlap, January mean max is 82F, July mean low max is 84F

Probable: Temperatures between the mean lowest max of January and the mean highest max of June ( highest maximums)( lowest maximums): Jan mean lowest max: 19.6ºC Jun mean highest max: 20.8ºC So around 20ºC can occur in all months. Possible: Temperatures between the record low max of January and the record high max of Jue: Jan record low max: 16.9ºC Jun record high max: 23.5ºC So theoretically, 17 to 23ºC Yes, June has a lower mean max and record high max than July here.
