Good winters, but those summers are far too cold and gloomy even for me. March and April in particular seem like the nicest months, and September looks like it might be okay too.
It loses points in a big way, though for the extreme meteorological boredom that living there would cause. Almost every day falls between -7C and +11C, that's ridiculous. It also seems like one of those climates where it will rain in a way that seems pretty heavy all day, yet it measures up to like 3mm.

F
This has to be one of the worst climates on Earth relative to latitude north of 40ยฐS. The Oyashio Current is one powerful current.

Good winters (albeit long and very stable even for me).
Summers are nonexistent with a record high of 18.5C!

E+ Good winters (albeit long and very stable even for me). Summers are nonexistent with a record high of 18.5C! When a place with "good winters", heavy winds and "exciting" weather gets an E+ from Kandel-san, then you know the place done fucked up

Is there a SH place with lower summer sunshine? That place is horrible beyond any power of imagination.

Places it's warmer than:
Cape Lopatka 1.6ยฐC Fort McMurrary 1.0ยฐC Irkutsk 1.0ยฐC Murmansk 0.6ยฐC Fort Nelson -0.4ยฐC Ulaanbaatar -0.4ยฐC Kyzyl -1.2ยฐC
Just look at the summer in those places compared to this...
The power of maritime moderation!

Look at this by the way;
So, to get to vegetation, you actually have to walk poleward since the land mass gets wider and thus the summers get warmer fast. Funny tree line that. Moving further north, there are even trees on the mountains as the landmass gets wider still. In other words, what an absurd microclimate!
