Although the Vermont one is a rather decent continental climate, this should only be able to go one way, shouldn't it?
The French one for me, obviously, but the Vermont one has rather good summers to be fair.

Regardless of that, France is my pick here weather station is at around 1600 feet; city is at 800 feet. Add maybe 2-3Β°F to the maxes and maybe just under 2Β°F to the mins if you want to compare with the actual city.
