I checked stations for the US people who posted here. I didn't feel like converting units and I don't know how to pull foreign data, sorry metric people. Most places have seen a 1F diurnal, but none of the six saw a 0 degree range in over 100 years. Is it that rare or does the NWS change them to 1F?

Milwaukee, records since 1871. Range is 1 to 49.
14 days have 1F diurnals, and it was most common in the 1870s. I think data was only taken a few times a day back then so it was easier to get small diurnals. Most of these days were in the 30s with rain or a rain/snow mix. Some notable ones:

1874-04-27 35/34 and dry (latest in spring**)
I am suspicious of the 35/34 on April 27th. With no rainfall and high sun angle there should be a larger range.

Miami, records since 1895. Range from 2 to 41. Unlike the other stations Miami hasn't recorded a 1F diurnal. The stronger winter sun may be the reason.
