What spot in the world do you think would have the greatest UHI effect? Somewhere like Bryant Park in downtown Manhattan because of the sheer density? Or somewhere in the middle of Tokyo because of the sheer size? Or somewhere where all buildings and roads are dark?
Would all the skyscrapers keep highs cool in downtown Manhattan because the sun's rays would stop a hundred meters off the ground?
Now, what I mean is not the greatest overall UHI effect of a city in terms of area covered. I'm talking about one specific spot (WMO standard of course) compared to if there hadn't been any city within 100km.

The UHI is strongest on calm, clear and dry days, so I guess we'd be searching for a large, dense city in a climate with at least a prolonged dry season.

My guess is Harbin in winter then. UHI seems more pronounced in cold climates.
