Santa Cruz I think, because of its precipitation. I actually like Cochabamba's wide winter diurnal range though and slightly prefer its bland but comfortable temperatures.

Probably El Alto as long as I can live in a forested area. Not 100% sure though.

Cochabamba. It has a balanced range between chilly to mildy warm. Occasional frost for a couple of months in a year looks fine too.

Cochabamba. Year-round summer weather, but with comfortable nights. It's too dry, and probably a boring climate, but La Paz is a boring climate too. The warmer La Paz is a close second.

El Alto for me because they get some frosty temperatures and it's the most pleasant one for me.

For a tropical location especially - Cochabamba is a-m-a-z-i-n-g.
Thinking about it, with those winter lows, the whole place is stunning. Save for the UV that is. Solid A climate and the easy winner.
Santa Cruz is not very bad, but far from ideal, whereas La Paz would just be dreadful with the thin air, the insane UV and seemingly endless summer rain.

For me, Cochabamba is the best, as it is roughly balanced between warmth and cold, even though the diurnal temperature variation is too high, and the lack of winter precipitation creates a relatively dry landscape. Santa Cruz de la Sierra, although somewhat moderated by its elevation, is still too hot and humid in the summer for my liking. On the other hand, El Alto, or even La Paz are still dominated by cold throughout the year, as the wet season, even with its milder nights, will still feel cool during the day due to cloud cover.
