Brest, France or Brest, Belgium?
The French city is located in the extreme northwest of France at 48N with an oceanic climate. Winter is wetter than summer. Wiki has two stations, with the first station having a larger diurnal range, more rain, and less sun.
The Belarusian city is in the southwest of Belarus near the border with Poland at 52N. It is a continental climate with mild to warm summers and cold winters.
This is an easy choice for me, but posters who hate cold winters might have to think. Cold winters or cool summers?

Belarus, but only slightly; for its winters are terribly cold and bone-dry.

the Belarusian one as the French one lacks any effective summer, probably the worst of the country along with Cherbourg. Still a poor climate overall, I'd certainly take Rennes or Vannes over it. The winter sunshine in Eastern Europe seems appalling, worse than in NW Europe which sees more breaks.

Belarus and not even close.
Winter = sort-of check Summer = within the "really good range". Lots of dumb brief thunderstorms (hence the low rain/day ratio) there in summer though, but that's still better than the pointless dribble that's the Bretagne snoozefest. It and Plymouth are some of the biggest meh's for their latitude in Europe.
