Tokyo for the snowfall and extra winter moisture, but only just. Very hard climate battle for me!
Those suicidally cloudy summers have done me in big-time.

Tokyo would've won but for the excessive rainfall.
Both have rather miserable summers where Okayama has quite obscene lows for those highs, but at least shoulder seasons are better in Okayama, so I'll give it the slightest of edges.

I choose Okayama for being hotter and drier.

Okayama. The lower rainfall and higher sun is better than the slightly milder summer and extra snow for me.

Okayama is sunnier and in the right months, so I went for that.
