Portland >> Raleigh. Much more comfortable and drier summers was my primary voting factor. Shoulder seasons are better in Portland as well. Winters are non existent in either so that didn't matter. That's subjective, I would definitely consider both to have a winter, as I think that we have a winter, and our avg lows are not much cooler than the normal winter highs for both cities
