Tromsø. Winters are not very cold and summer is tolerable for me. I find it's climate to be the best out of the Arctic cities. Bodø is for sure better. It is warmer but winters are still very snowy, which I like. I also just like Europe in general, and Siberia is way too cold at winter.

Nobody! Very predictably, everybody choses either Norway or Sweden. Nobody likes the climate in Russia, including Russians themselves. Well, I think I can get a depression or any other mental issues living in the Arctic, so I have no favorite climate, according to the criteria, they all are terrible. Just for that, I'll look for a good one in the Russian Arctic. All of these climates are colder than I want in summer, I'm not a hardcore cold lover.
Apatity's weatherbox looks almost as good as the Swedish ones, but it looks like 2012-2014 data which is bogus. 20/10 in July, -11/-17 in January I'll go with Kandalaksha for a Russian Arctic climate. Winters are similar to Sweden or Finland, but summer is not as warm, only 19/10 in July. Moving east it gets progressively colder until the far east where the climate gets more oceanic.

Svolvær. I would've chosen Røst, but I don't wanna be stuck on an island. Runner-up: Verkhoyansk. Warm summers and frigid winters. You can experience anything here. I mean tbf Svolvær is on an island too, but yeah, it's got bridges to the mainland so I get your point.

I have not found a climate with smaller diurnals than Svolvær. 1.9C in October, 2.4 for the full year.
