I've started to compile a list of the warmest places on earth (mean temperature) by latitude. For example, 72° means all places between 72° 00' and 72° 59' latitude.
Here are the latitudes from 70° northward, feel free to complete and update the list.
82 °N -17.2 °C Alert* 81 °N -16.9 °C Station Nord* 80 °N -12.4 °C Ernst Krenkel Observatory* 79 °N -18.8 °C Eureka* 78 °N -4.9 °C Barentsburg 77 °N -6.0 °C Sveagruva** 76 °N -11.1 °C Pituffik** 75 °N 74 °N -2.3 °C Bear Island 73 °N -11.1 °C Dikson 72 °N -4.5 °C Malye Karmakuly 71 °N +2.2 °C Sletness Lighthouse 70 °N +2.0 °C Honningsvag
*the only station I could find at that latitude **outdated or unreliable source

Here are some other parallels I believe: have to do more digging for lower 40s and mid-upper 50's, but presume they will be spots on the Mediterranean (or sheltered areas with hotter summers in the vicinity) for the former and northern UK locales for the latter 40°N - 17.7 °C Tortosa, Spain 41°N - 42°N - 43°N - 16.4 °C Monaco 44°N - 15.7 °C Genoa, Italy 45°N - 15.0 °C Trieste, Italy 46°N - 13.5 °C La Rochelle, France // Aviano, Italy 47°N - 12.5 °C Nantes, France 48°N - 12.4 °C Paris-Monsouris, France (would be Ushant, France w/ 12.2 °C without Paris's UHI) 49°N - 11.8 °C Isles of Scilly, UK (thx Donar!) 50°N - 12.0 °C Portsmouth-Pease, UK 51°N - ~12.0°C Central London, UK 52°N - 60°N - 8.3°C Bergen-Florida, Norway Edit: North of this pt should be stations in coastal Norway I presume as Donar has pointed below

London's warmest station is Greenwich Park with 11.6C according to wiki. There is no "Central London" weather station.

Pathetic. The annual mean temp at 60N is -10.5C. Turku is 16C warmer than that.
edit: or dunno. I reserve the right to call that mean temp bullshit if further details are provided.

From the Italian Wikipedia:
40 °N 19.1 °C Amalfi (1961-1990) 43 °N 16.5 °C Suvereto (1961-1990)
44 °N 16.7 °C Alassio (1961-1990)
45 °N 15.5 °C Trieste (1981-2010)
Lol, Naples averages 15.9'C for 1981-2010, but Amalfi, 30km away, averages 19.1'C for 1961-1990?? 😂 I would expect Amalfi to be a good chunk warmer than Naples as it's between the sea and a steep south facing mountain range.
Naples' stats on the English Wikipedia are 1971-2000, and this seems to be the coldest station of Naples; Others are significantly warmer, though I don't know how accurate these stats are.

Central London would be warmer than 12c anyway, if there was a station there. St James's Park had a mean of 11.7c for the 61-90 period.

Not sure if this helps, but this article about some of the world's warmest climates could fill in some spots on your list.

The gap between 60-67N° must all be Norwegian stations on small islets. Maybe jakobsli can elaborate on this?
