31 is an interesting latitude as it includes some of the most extreme places on earth. According to Wikipedia, the Dead Sea basin seems to be the warmest at 26.1C.

On the other hand, the hottest desert cities on earth like Basra and Ahvaz are also located between 30.5 and 31.5N. The wiki data for both of those places seems very outdated, but they are likely just as hot if not hotter.
