I know the Eurasian continent has different boundaries depending on where in the world you are. For this thread's sake:
1. The line in Russia will be the Ural Mountains to the Caspian Sea 2. Turkey, Georgia, Armenia, and Azerbaijan are in Asia

Tampere is my choice. Cold strong winters, not extremely cold though. Long shoulder seasons, and a comfortable but noticeable summer.

Grenoble, France; due largely to the fact that its winter precip falls with cold fronts, instead of warm fronts. Such a high snowy days:rainy days ratio, with those average temps, is a rare gem for Gayrope.

As a fairly unresearched response, Catania Italy. I'll update if I find any better. Update Probably Kalamata, Greece: survivable winters with good hot, dry and very sunny summers, winter rainfall is great as well. en.wikipedia.org/wiki/Kalamata

Vorkuta is technically in Europe. en.wikipedia.org/wiki/Vorkuta#ClimateIf we restrict ourselves to "Europe proper," then there are a number of places in Scandinavia which are good. Karasjok and Kuusamo are the first ones that come to mind, but there are likely others.

Grenoble has a urban station that is considerably warmer in summer than its airport: fr.wikipedia.org/wiki/Grenoble#Climat (Grenoble - Saint Martin d'Hรจres) Believe precip and sunshine are still similar though.

Lots of good options around the Mediterranean. Obviously the Canary Islands would be even better, but I think that's more Africa than Europe. Valletta, Malta seems like a good one. Or Ierapetra, Greece.
