This was a tough one, there’s actually a lot of really solid climates in Europe. The whole lower alps region of northern Italy, SE France, Austria and Switzerland plus a bunch of places scattered throughout Central Europe, the balkans, and Romania/Bulgaria all have contenders. Unfortunately they don’t measure snowfall in many countries which makes it hard to compare, a lot have snowy days but who knows if they’re counting flurries/traces or actual accumulating snow, and if so, there’s so indication of how much falls. Embrun, France or Turin, Italy have the best temps profile but then snowfall is a mystery and summer looks kinda dry. I’ll go with Sofia, Bulgaria as it has definite snowfall data and didn’t find any non-cold place with data that got more. Also gets about 40 thunderstorms according to IEM which is pretty good for Europe. Somewhere with milder winters might be better but I’ll go for a place with a known decent amount of snow and storms.

Marbella, Spain has such a good climate. Summers are warm, dry, and somewhat humid, with warm nights. Winters are just cool enough to have a little chill, to have a little seasonality. There's just enough rain to keep the plants green. Overall it's perfect. Coimbra, Portugal is close to my dream climate.
