Tampa easily. Even without the huge sunshine difference, Tampa has somewhat more tolerable summers (cooler lows and probably lower humidity) and warmer winter highs, plus more variety in general.

Tampa: sunnier, with actual high-quality storms instead of boring dowmpours.

Tampa for being cooler and less humid with more sun. Hong Kong rainy season looks miserable.
