I like Mohe City's temperature profile, but hate its precip pattern. I like Cerro Cathedral's precip pattern, but hate its temperature profile.
Tie.

I don't prefer -35C, but I prefer defined seasons and cold temperatures in winter and warm in summer which is much more similar to Mohe City than Cerro Cathedral.

The non-Asian climate is better.
Snowy (warm) winters vs lip-crackingly dry polar winters with hardly any snow.

Both are horrible, but Cerro Cathedral for having non-polar winters

Cerro Catedral for milder change over a year.

Cerro Catedral. Too wet and oceanic but Mohe is too cold and doesn't get much snow to make up for it. Mohe summers look nice.

Mohe City because it at least looks decently snowy from the nighttime picture on the Wiki article. Almost all the precip from late October to the end of March probably falls as snow, and they probably get 20:1 or 30:1 ratios most of the time 'cause it's so cold. And I like summer warmth, which is why I'm not choosing Cerro Cathedral.

Mohe. Cerro Catedral's summers look impossibly depressing.
