These climates are pretty much on opposite sides of the Caspian Sea. Aktau is slightly more continental, Makhachkala is wetter. I'll give the edge to Makhachkala.

Aktau, easily. The irony is that the monthly mean of April there averages only 1°F cooler than Rome despite the much colder winters in Aktau, it's actually not such a bad climate with the quick spring warmup there.

Makhachkala
Identical climate in terms of temperature, but at least it's not a hyper-arid shithole like Aktau.

Both are too dry so I'll take the wetter one in Russia.

I was going to vote for Aktau until I saw its horrific precipitation stats. My vote goes for Makhachkala.
