These climates are pretty much on opposite sides of the Caspian Sea. Aktau is slightly more continental, Makhachkala is wetter. I'll give the edge to Makhachkala.   |

Aktau, easily. The irony is that the monthly mean of April there averages only 1°F cooler than Rome despite the much colder winters in Aktau, it's actually not such a bad climate with the quick spring warmup there.

Makhachkala
Identical climate in terms of temperature, but at least it's not a hyper-arid shithole like Aktau.

Both are too dry so I'll take the wetter one in Russia.

I was going to vote for Aktau until I saw its horrific precipitation stats. My vote goes for Makhachkala.
