What about Tofino because all its rain?

Victoria's January mean is 6.1, higher than Quatsino.

I think that if you were to compare apples to apples, it's much colder than that. The station is relatively new, so it's only capturing the last 15 or so years, which have been much more mild than the previous 15 years.

Okay, I just checked, and it's 18 years of data, as in the last 18 years of the 81-10 climate normals period. It started in December of 1992. Missing the first 12 years makes a big difference since the 1980s were much colder than the 90s and 2000s.

Some of the light stations that haven't had weather records long enough to create normals are probably the mildest places in Canada.

This past winter was the coldest in 20 years, and yet these stations remained fairly mild. Highest January maximums in January 2017 in BC:

So, UVic is not even in the top 10% in the province. There are just over 100 weather stations province-wide producing hourly and daily records.
