Earliest 10c: 1 January Average first 10c: 3 March Average last 10c: 25 November Latest 10c: 31 December
The average first/last date is generally meaningless, as January and December both average more than 10 days above 10c.

Our mean minimum high for the year is 10.6°C, our highs don't drop below 10°C regularly. Usually once every 3 to 4 years

Averages are 1991-2020. These dates are pretty much ideal to me.

For Milwaukee, highs below 10C SpringHigh reaches 50F/10C on April 5 Last on average is May 10 (1981-2010)Last on record is June 12 1947. 48/43F, 9/6C, and 0.47"/12mm rain FallHigh drops below 50 on November 10 First on average is October 15First on record is September 17 1875. 48/39F, 9/4C and dry For Madison, a few days earlier, especially in spring.
Spring High reaches 50F/10C on March 30 Last on average is April 28 (1981-2010) Last on record is June 17 1876, 49/48 and dry. I don't trust this data since it averaged 73/62 for the month, normal now is 78/56. A few of the old years had diurnal ranges that are too small.
Last since then was June 12 1947. 48/43F, 9/6C, and 0.47"/12mm rain. This is exactly the same as Milwaukee...suspicious.
Fall High drops below 50 on November 6 First on average is October 14 First on record is September 12 2014. 47/38F, 8/3C, and 0.17"/4mm rain
Earliest or latest high of 10C is not useful since 10C is possible even in the middle of winter.

@b87 close but not quite. The 7.4 on May 28 was very cold for a latest ever, so a high of 9.9 on 1st June should be possible.

Average highs go above 10C in early April or thereabouts (I don't have exact data) and go below 10C around the end of October. Most winter months do still reach 10C though, the last one that didn't was January 2017. In 2010 we had to wait until 16th March to go above 10C, which is pretty extreme for us. As for the latest sub-10 in spring and the earliest in autumn, the latest was 27th June 1997 (9.3C) and the earliest a rounded 9C on 11th September 1976. We did have a high of 10.4C on 22nd August 1986 though (pretty much a year without a summer, our only subarctic year on record) so theoretically I suppose it's possible to get a single-figure high in both July and August, I'd definitely start thinking about moving if it ever happened though

A few of the old years had diurnal ranges that are too small. I think for a while they just recorded the temperature thrice a day and the coldest recording was a low while the warmest was a high. It took a while for max/min thermometers to be put into use.

6/12/1947 sounds like a shitty day. It's crappy when we get days like that in May. Let alone June; yuck. I do remember 9/12/2014 though - that was a Friday, and I remember temperatures taking a nosedive that preceding Wednesday afternoon (the 10th) but without any precipitation associated with it. Then the next two days were unseasonably cold.

Unfortunately some of these statistics, like the latest high below a particular number, are very difficult to find for Canadian locations without manually going through all of the data. However this is what I was able to gather for Saskatoon:
Start of average highs at/above 10C: April 13th End of average highs at/above 10C: October 19th
Latest daily record high at/above 10C: December 21st (1893) Earliest daily record high at/above 10C: January 30th (1931)
Highs below 10C can happen throughout most of the year. I would say late June through mid August is probably the only time you won't see them and even then I'd bet some have slipped through as the coldest highs on record in that period. But again, I'd have to sift through all the years of data manually to do that so that's not happening.
