I can't seem to find any place he really enjoys the weather in. He wants places with average summer highs between 30 and 20, average summer lows between 25 and 15, winter highs between 25 and 20, and winter lows between 20 and 10, and a good mix of sun, clouds, and rain year round. Sounds weird imo, any suggestions?

That is the difference between Portland Vic, and Brisbane. lol. Two climates so far apart they may aswell be at opposite ends of the Solar System. Sounds like overall that dad would be happy in Brisbane, according to his winter and low temp preferences.

Sounds weird imo, any suggestions? Are you speaking in terms of Celsius or Fahrenheit? If Celsius, as other people have been assuming, I'd agree about Brisbane. If Fahrenheit...Bouvet Island comes close in terms of temps, but it's quite cloudy there year-round. My dad's dream climate, on an unrelated note, is Houghton, Michigan.

I was using °C, and I was thinking coastal NSW/QLD but might I add he doesn't want very much humidity. Houghton might also be my dream climate as well, and my dad surely isn't a weather enthusiast.

So you're basically searching 25(±5)/20(±5) summers and 22.5(±2.5)/15(±5) winters with an absence of dry season. Easter Island looks like the closest answer.
