LA, which is decent other than being too dry. (It's also good you picked USC/downtown as opposed to LAX which has shithouse crummers.) The other three all suck.

Lake Tahoe. There are a few more climates in California that are somewhat unique to these as well. Huge variation in a pretty small area.

Lake Tahoe, easily. LA and SF are mind-numbingly boring, Death Valley is just way too much heat for too long and far too dry.

Alturas is the real best climate in CA imo.

SF and lake Tahoe are off the list for obvious reasons. I'm inclined to pick Death Valley, but not sure how I would go in those temps, as legendary as they are. Probably more of a novelty thing you experience once. So it has to be LA.

Los angeles is too warm in the winter as well as dry. Lake Tahoe has way too much snow. Death Valley lives up to it's name. This leaves San Francisco which is pretty decent even if outside of winter it's too dry.

Los Angeles is my favourite of the bunch - boring and lacking in seasonality, but with decent temperatures year round.
Lake Tahoe has good average highs across the year but the very high diurnal range in summer and obnoxious levels of snow in the winter completely ruin it. With much drier winters and much lower warm-season diurnal ranges it would probably be my favourite.
Death Valley of course is unliveably hot, and SF is in the same general boat as LA but too cool in the summer for my liking so it loses out as well.
