What it says. Both cities make for a nice climate contrast. Having said that it should have been Green bay vs Kansas City even thought I don't like the climate of Green Bay. Darn Tom Brady. Tampa, easily. Its only problems are the anemic record highs and excessive summer humidity. Kansas City does better in those categories but has cold winters and gets snow in April.

Kansas City in January, because it can get strong blue northers with below 0 temps and strong NW winds.
