Monterrey is a better climate...sorry Phoenix lovers. January is also the only month where Phoenix has a colder record low than Monterrey. That is pretty impressive I must say.

Hmmm, tough choice. Monterrey has better temps but it's a bit cloudy (especially considering that it's fairly dry). I'll go with Phoenix, but it's close.

Even I have to go for Monterrey. Warmer winters, cooler (i.e. more-comfortable) summers, and actually some precipitation.

Neither are great but Phoenix has almost no redeeming qualities for me, other than winters being pleasant.

Monterrey, warm semiarid climates are pretty nice. Phoenix is too dry.

Different geography, Brownsville is practically on the Gulf Coast while Monterrey is at the foothills of the Sierra Madre Oriental
