Urumqi. Winters are brutal and very cloudy considering their dryness but the much higher sunshine makes up for it. Plus, they have proper summers.

St John’s. Reminds me of Luce County in Upper peninsula although St John’s winters are somewhat warmer. All those cold days in Urumqi without snow seem like a waste of winter to me.

Urumqi. St. Johns has better winters (tho' they're too wet), but Urumqi is better the rest of the year. Urumqi is much drier than I'd prefer, but at least they get summer warmth. Also, Urumqi gets similar amounts of precipitation as Bismarck in the winter, so I bet they have snow cover most of the time in the winter.

St John's is a slushy, cloudy, wet cold hellhole!
Urumqi, as awful as it is, is still far better for its dryness and sunny summers.

Ürümqi is considerably better, it's like a slightly more extreme version of central Minnesota, Mpls could in fact record years with similar temps. Winter is too cold and dry there but the spring warmup is considerably nicer, and stays warmer longer in early fall as well. Summer is slightly hotter than Mpls but likely wouldn't feel any worse due to being less humid. It's too dry though but St John's is quite damp for those temperatures as well, and has good sun totals (although somewhat uneven) compared to St John's rather poor ones.
St John's' winter seems more interesting though for the storms, although it could be icy and treacherous as well.

Still gonna vote for Urumqi.
Coincidentally moving to PEI soon and it is more similar to St John's than Urumqi for sure, but PEI has a muuuuuch better/drier climate than St John's, which is one of the worst in North America.
