Norilsk; less seasonal lag and more precipitation. Winters there look really snowy.

Norilsk is much better. More snow, less cold winters, better summers.

I'll go with NOrilsk because it's a little warmer year-round, but both of these are complete crap.

I was going to vote for Norilsk but then I noticed its craptastic record high on the wrong side of 90'F, so I'll just go with the "they both are climatic shitholes" option.
Edit: LOL at the Wikipedia page for Baker Lake: "[summer] can be hot and sometimes humid..."

I'll go with Norilsk Baker Lake, but both climates are horror shows.
Edit: I changed my vote for Baker Lake for being slightly sunnier, and the warmer record highs
