Let's face it: Icecap climates are horrible. Endless cold, a permanent snowcap, zero vegetation. Endless polar days and polar nights. I'd rather live in a deep tropical climate than a typical icecap one, even though I hate heat and humidity.
So I tried to imagine the best possible climate that would still be classified as Koppen EF, and came up with Blowtorch. Winters (April-August) are quite chilly, but not exceedingly so, with high snowfall. However, unlike with a normal icecap climate, this snow actually does melt over spring and the ground is snowless by the first day of summer. This is because of so-called "Blowtorch Days", days where the maximum temperature climbs well above average. These occur once or twice a week from August to March, often reaching the mid 30s C in mid to late spring. During this period, precipitation mostly occurs on Blowtorch Days, meaning snowfall is sporadic despite subfreezing means. (I have no idea if that's enough to melt over 2 meters of accumulated snow by the 1st of December, especially since temps are still quite cold on average, but let's just assume it is).
This means that the ground is snow free for 4 months (Dec-Mar), possibly allowing for limited vegetation. Also, there are no endless days/nights, with ample sunshine across the whole year (about 2600 hours).
I would give Blowtorch an E-, which is a lot better than most icecap climates, which get an F-. Still expecting a lot of Fs for this one though.

Can actually get some form of heat, and the winters—although frigid—are adequately snowy and frequently affected by frontal systems, with an excellent precip pattern. Extreme variability in the right season i.e., spring.

E, just because there's actually some occasional warmth in the spring/summer and the winters temperatures are okay. Dreadful climate otherwise, though.

This thread made me think about how warm an EF climate can get as well as more realistic options (no blowtorch days).
There aren’t many stations with EF climates… Marambio Station in Antarctica has an all-time high of 17.4°C. Various ET stations in the Andes make me think that >17°C is very unlikely in ice caps spots of the area.
For an EF climate more ‘habitable’ than the OP’s, I guess that warmer winters and overall drier conditions would make a more suitable environment. Some places in Peru or Bolivia may fit these features. I can imagine -8C/7C for the warmest month and -11C/5C for the coldest month, and 150 mm of mostly snow that gets blown away/sublimated. However, prepare your lungs and don’t forget the sunscreen.

I made a climate like this once, but I think it was very dry and stable. This one is better than what I remembered making, but it's still an ice cap. E for having no summer. I like that it can get a few warm days and still has a decent amount of precipitation.
Also, winter isn't cold enough. I'm joking, but only partly.

F+ Pretty good as far as an ice cap climate goes, but I wouldn't want to live in a place with lows below freezing in every month, and I think the blowtorch days would be annoying if I'd acclimated to generally cold weather.

Still an F from me as it lacks a comfortable season, though the occasional spring warmth does make it significantly better than other ice cap climates. December through March are actually warmer than my real life climate - though of course the seasonal pattern is the opposite.
