NYC.
Lima is too cloudy, stormless and very pathetic for the latitude, Valparaiso is a joke climate, Binghampton has weak crummers and no explanation needed for Moscow.

I'll go with Valparaiso as well, boring but comfortable enough every day of the year. Even in their wet season it's dry 80% of the days.

Lima just edges out Valparaรญso for the better temps. As a Swede, I can handle it being a bit gloomy as long as I don't have to freeze! Plus, it's actually perhaps even a plus on that latitude with those sun angles to have cloud cover

NYC, Valparaiso, and Lima are all C climates, altho all in different ways. Lima has the best temps year round but is a shithouse otherwise. Valparaiso has amazing winters and sunshine but stupid crummers. NYC has sun and great summers, but cold winters that last until the end of March. I'd say NYC is the best cause of the April-November period, but I'm sure if you asked me this in March I would answer differently
