Khancoban because it's the only one with summers that aren't hyper-arid. This is truly a depressing collection of climates.

Dushanbe. Most continental one, all of these climates have horrible precip patterns so I'm choosing solely on temperatures.

Dushanbe. The actual winter months are drier than the other places and it seems to have the best chance of cold and snow.

Khancoban for non-arid summers, and overall being the most tame and non-extreme.

I went with Redding - Khancoban has the best precipitation pattern, being something other than totally arid in summer, but its summer lows are simply too cool. Redding also has the best record highs out of the bunch.

Khancoban....this part of the Upper Murray Valley has a great climate.

Redding, CA, USA. It's not listed but I think it has the highest sunshine out of all of them.

Dushanbe. I think more than Redding, you should have selected some place like Amarillo since it has a more identical climate to this place.

Redding. Has the best summers. Doesn't look like any of these climates are great for storms, except perhaps Khancoban, but the crummer lows are unlivable.
