Lethbridge has the warmest winters in Alberta and Brownsville has the warmest winters in Texas.

Brownsville, but Jesus 'effin' Christ, how the hell does a place on the coast at 25*N get a hard freeze, snow and ice etc ?. Must be tricky being a palm grower there !

Two terrible climates. I think I'll go with Lethbridge by a hair. Brownsville is just hot.

Because the central part of the North American continent is pancake flat prairie from the Tropic of Cancer all the way up to the Arctic. There is nothing to stop Arctic airmasses, they just get funneled down by the Rockies. Same thing can happen in South America since the Andes go from 50S all the way up to the equator and beyond. It's the only place where it is possible for a cold front to make it across the equator.
