Dakar by far, warm (but not hot) and dry for most of the year, with a hotter period and a short, moderate wet season. B- grade climate, about as good as tropical climates get.

Cape Verde. A+ Totally epic climate. Honorary mention to Dakar, also an A+
All of these are very good to excellent though with ratings of at least a B.

A lot more variety in this band than one might expect. I'm not sure which one is my favourite, but Hubli looks pretty interesting. April and May are a bit hot but it's pretty nice for the rest of the year.

Asmara looks comfortable, but the averages are rather old. Sanaa looks fake, but I can't blame them given their horrible humanitarian situation.

Asmara and Guatemala City are clearly best comfort wise (although the UV levels are gonna be high). I would pick Guatemala City over Asmara for lower elevation and more rainfall.
I'm surprised how much warmer Manila is than Saipan year-round, even during the "dry" season.
