Here are the five most popular U.S. national parks by number of visitors. It varies from year to year, so I did an average of the last five years (2016-2020). Since these parks are huge, they have a large diversity of climates. Gatlinburg, TN (Great Smoky Mountains)
It almost has three satisfactory summer months, and is really the only climate here that doesn't suffer from being way too cold and/or dry - though those winters are still no picnic.

Zion NP for sure. Summers are a bit toasty but at least it's a dry heat.

Grand Canyon, AZ in a heartbeat. Far and away the best snow:temps ratio.

surprised Yosemite isn't in the top 5; dramatic site + near lots of people States with the most COVID restrictions saw 2020 park visitation drop the most. 2020 numbers were low enough to drag it down to #6. They had 2.3M visitors in 2020 vs 4.4M in 2019. Most parks were not affected as much.

I'll take Zion for the wettest winters of the climates with drier summers, and good thunderstorms. The temps are near perfect all year except too hot in summer, but it's truly a dry heat so that shouldn't be an issue.

Grand Canyon is the easy winner.
BTW, I’ve been to all of these parks. The smokies are boring, Zion is ok, the other 3 are awesome.

Hard pick between Rocky Mountain NP and Yellowstone NP, ultimately went with Yellowstone for the slightly colder winters though.
