Dry Tortugas. A lovely climate. American Samoa is a very close second, but it's a little wet even for me.

Reluctantly Dry Tortugas.
I'm surprised North Cascades is the 5th least visited National Park, being near two major population centers and not that hard to access. I guess maybe it's overshadowed by Mount Rainier and Olympic National Parks.
