Tokyo, despite the summers which are a bit too hot/damp. Tokyo with Sao Paulo summers would be great.

Ciudad de México for not much experiencing >30°C days as the other cities. Quite surprised by such a response coming from you. I thought you despise hot summers with a passion before evaluating anything else. I don't despise them quite as much as I used to. Still not a fan but not a total deal breaker if winters are cool enough and there's decent precipitation. Mexico City looks comfortable and great for daily living but boring from a weather enthusiast standpoint. Need a little more variety than that.

Honestly, none of them are terrible. But Tokyo and Shanghai are too cool in winter and Mexico City is too cool in summer, so that makes it Delhi vs. São Paulo. Delhi's main problem is that the dry season drags on for far too long, resulting in an arid landscape (and contributes to some of the world's worst air pollution). I've been there in June and it was nasty - like being in a dusty, smoggy oven. It seems to get a decent number of storms, but SP is probably better in this regard (about twice as many storm days from what I can tell). SP has nicer temps and a much better rainfall distribution but you sacrifice a lot of sun. But ultimately it's a sacrifice I'm willing to make, so I choose São Paulo.

Sao Paulo I guess, mild climate year round and wetter and less elevated than CDMX. Other than Delhi they're all decent.
