I go with Asahikawa since it has a lower chance of hitting 90 F. How about you ?

Both are bad but Green Bay is much sunnier, so I'll go with that.

Asahikawa for colder/snowier winters and a more interesting precip pattern.
Plenty of sun there.
Green Bay can't hold a candle to Asahikawa's snowfall.

Asahikawa for having a better chance at a White Christmas even though it's pretty cloudy.

Green Bay for the higher sunshine. I would have to live somewhere in northern Japan to see if I like having that much snow. It's so far beyond what I'm used to that it may be too much snow. Both of these are A climates.

Green Bay
Gotta show some home state pride in this one, it has much better warmth potential year-round and much less snowfall. Asahikawa is ridiculous.
