Neither is good, but I choose El Alto for better precipitation pattern. Still, neither is 50/100 or even 35/100 for me.

Torshavn is one of the worst climates on the planet. 868 sunshine hours... Jesus Christ!
El Alto isn't great either but afternoons would probably be pretty comfortable year-round with that strong sun.

Yikes both are crummery heaps of shit. I'll go with El Alto for having warmer highs year round and more potential for warm temps.

A really difficult choice. Of course, the climate in El Alto is better. But because the sun is too intense at the altitude of El Alto, it would give Torshavn an advantage.

Both are terrible, but El Alto wins because the sun at that latitude and altitude might make it feel warm.

Torshavn for protecting skin from hazardous UV of what El Alto offers. If your French skin is too sensitive to the sun, that's your problem. You can protect yourself from dangerous UV levels by using sunscreen and wearing sunglasses, but you can't protect yourself from suicidal weather. If the UV index is high there's many ways to protect yourself, but if the sky remains overcast for 10 bloody days there's no amount of vitamin D that'll make you happy.

Honestly in El Alto I'd wear a sweater most of the time, so that should make the UV less problematic
